Yes, you can do just that as you can sell websites using the themes in it. "The license allows you to create CP based websites for clients, but ultimately you're making money off creating the sites, not from selling actual CP licences."
I think the higher the specs the better but you may start with a good shared environment and just upgrade later when you already have substantial number of users and traffic.
