ClassiPress is not designed as an auction theme, so by default no, there is no function to create "bid packages".
There are a couple of advertising spaces built into the theme, but no actual advertising management feature. For this you would likely need to install a plugin to manage any such ad spaces in that way as some of our customers have done.
Yes, you can set the ads to be moderated before they are published.
If your host server setup can run a WordPress installation then there should be no issues with running our Application themes. Like any upgrade, we recommend that you ensure a full backup of your site is completed before you proceed. Any issues created as a result of your own changes to the database would be ultimately your responsibility, as would security of your actual site. We of course carry out security reviews of our themes to ensure there are no vulnerabilites within the themes themselves. Theme purchases include lifetime updates and support for the theme.
