I would be offering the clipper site as bonus to merchants that sign up for my text message service. I it possible to control who would be able to summit coupons i would only want those who have my text service to have access to submit coupons. Does the theme come with different layouts.

You can restrict posting to registered users only and then set moderation of coupons so that they must be approved by you before they are published. There isn't a built in automatic function would would allow certain people only to be blocked though.

There are 5 different color schemes, but no different layout options, so any change to the layout itself would involve customization on your part.

can i restrict who registers?

The user functionality is handled by WordPress, so you could technically close off any new registrations from being created from the front end and manually create those yourself from the wp-admin.
