mods to run like mybuilder/myhammer/freelancer

Firstly, wow ... this theme is really good, props to the developer(s). I'm hoping you can help me:
- Does the region filtering work for the UK as well (ie they use a postcode and it tells them how far away they are)
- Would it be possible to modify the Jobroller site to run like
http://www.mybuilder.com/ or
http://www.freelancer.com/ . IE - not a job for posting employment vacancies ... but jobs for tradesmen to do - running in reverse auction.

I'd like it to run like this:
- A user posts a job (for free), and it is listed with all the details of the job (description, categories, budget, location) except the users contact details are kept hidden.
- Potential tradesmen can view all of the jobs, but cannot "pitch" towards them (or obtain contact details) without becoming a member (a tiered fee structure from allowing them to bid towards a finite number of jobs/month ... to an all singing all dancing registration option. I know this can be achieved somewhat through the time limited registration option your theme provides).
- The user (job poster) awards the job to the tradesman they think fits the bill ... and then provides feedback, which is recorded on the tradesmans profile.
