my only question is
can the end user post the same ad to a multiple categories?

No, this is not an option, although you can manually add posts to multiple categories from the wp-admin. There were reasons for this as the development team felt people tend to select multiple categories for the sake of it. I'm not sure however if there could be plans to review this in future..

well u can limit the ad to limited number of categories
in case of business ad they will like to post d in two categories that define their business.

if i buy this script can i change this by myself?

Yes you could certainly customize the theme yourself if you wish to implement this. The theme is not encrypted meaning you are free to make changes in this manner.
