We are creating a job board that will charge for memberships instead of job posts from employers. Is it possible to configure the plugin to work this way?

No feature on this yet as jobs posting charge is currently per jobs and not on membership. You may post a request on this at the ideas exchange page ideas.appthemes.com/forums/84269-jobroller.
