Not in The Netherlands.
Why not?
Because you have to make an account for Paypal (except if you pay by creditcard), not everyone wants one.
What is popular then? (in The Netherlands)
Pay by Ideal (online banking)
IVR (interactive voice response, better known as pay per minute)
Pay by SMS
Pay by Wallie
The latter three are also good for border exceeding transactions, because the payment service providers decide on the IP address of the visitor from which country s/he is and automatically selects the payment options for THAT country
The Dutch payment service providers Mollie (

have clear explained API's if you understand it. I unfortunately don't because I am not a programmer.
But every experienced developer should be able to make a (ClassiPress) plugin for that
Even better, there ARE already plugins for ZenCart and VirtueMart and some other shopping carts made available by Mollie and Targetpay, but then indeed there should be the possibility to use an outside shopping cart as acmc40 already opted.
PS: Anyone who wants to explain me step by step by PM how to implement the Targetpay plug and pay API in my Classipress is invited ;)
