Are plugins included and is it possible to set the listings so that when a business claims a listing, they get increased information shown, such as phone number, website and email, but if they don't renew the listing, it automatically goes back to just the location and times they are open?

There are no plugins included with the Vantage theme as all functionality seen on the demo is included in the theme itself. There is no option related to claiming listings as you have described, this would require customization on your part if you were looking to do this. Thanks.
