Ok thanks for clarifying. I think it's important to know that when people are asking about a specific language here though, they're not necessarily wanting to create a site using multiple languages at once (such as what WPML does).
To avoid confusion in future, I would ask that you please leave the threads in this section of the forums to our team to answer. If a person is asking about an actual multi language site, we will share your concerns about plugin compatibility, but for the majority, people generally translate the site into one other language, and there is no issue with those using .mo files as you say. We of course are still trying to obtain more translation files for our languages page. Thanks.
Going back to the original question, the language packs we have available generally indicate if it includes the admin translation or not. In cases where it does not include it, then yes, only the front end is in e.g Portuguese but the ClassiPress admin is in English.
