I am looking for the following functionality. If these items are possible, I will be purchasing:

1. Sellers need to be able to post ads that are verified by an admin.
2. The admin needs to be able to put Paypal buy it now buttons in the sellers ad.

The idea is for a consignment shop. We want to handle the transaction then will manually send the seller their cut. Is this out of the box functionality?

In your classipress settings you can determine whether new ad status should be "published" or "pending review".

Paypal buy now buttons are not an option yet. You could try using a plugin such as WordPress › Quick Shop « WordPress Plugins . This would require a modification on your side.

I believe I can handle the plug in but can I not manually add the code for the button into the ad?

If the plugin provides a shortcode you could manually insert it. You could check the wordpress plugin repository There are a number of plugins with different paypal button options.

Just to confirm, I have access to the ad code and can add to it?

As admin you have access to all content and can edit it.

Again, want to make sure I know what I am getting:

A seller posts an add.
Classipress notifies me because I am the admin and have it set to ads must be approved.
I can add a little bit of code to the sellers ad (the Paypal shortcode).

Is this correct?

Yes, if you set the classipress settings to new ads "pending review" you can open the ad and ad some shortcode to it before finally publishing it. The ads are listed in the backend just like other content and can be edited by the admin.
