1) If you're talking about advertising banners (as opposed to the actual ads being listed), yes you can place adsense code or a link to another business - however you would get them to pay you separately for this. ClassiPress uses Paypal for charging people to list actual ads on the site if you choose to have paid ads..
2) The standard out-of-the-box ClassiPress product requires user registration to place and ad (although you can customize this so they don't have to register if you wish). The ClassiPress admin settings allow you to select whether or not you require buyers to register before they can use the contact form in the ad sidebar.
