I want to use the classipress theme for a private group of individuals and not allow any members of the public to join. Are there any options/ways to accomplish this?

Currently, anybody who comes across the website can register and post ads as I understand it.

Yes you can definitely disable the registration option and add users manually (thus preventing users from registering and posting ads) - this is just a basic setting within the WordPress admin dashboard which you can turn on or off. If you're looking to lock the site down further though you may need to look other plugins such as "Network privacy" as mentioned on our recommended plugins page. Thanks.
