As with the thread that you have referred to there is no admin option on changing the hover image position yet but it can be done through custom coding. The theme is not encrypted and so it can be modified according to your requirements. Implementation is just dependent upon your coding skills or you can avail the services of an experienced coder to assist you on its implementation. Appthemes also have certified community partners

By the way, I have checked the hover image on the reference RTL site and it is displayed just fine though on a wide screen monitor.
