    If I want to let anyone post an ad for free, but charge people to see the ads can I do that with Classipress?

    not out of the box but there are plugins that can help you achieve this

    i cent remeber the name of the ones i saw. but try typing in "paid content wordpress" in google and see what you come up with. If you cant find anything after some searching let me know and i will try to dive into google.
