Is classipress a component for WP (like in joomla, joomla is what I am used to)
Does it have paypal payments built in for say ads free + ads paid featured?
Can listed ads be upgraded to featured after they have been posted.?
Do users have an account where they can edit there ads?
can ads be moderated?
Are the themes easily modified?

1. I'm not that familiar with Joomla, but I think you are referring to what is called "plugins" in the world of WordPress. No. ClassiPress is an enhanced theme, not a plugin.

3. Not presently, but I think it's in the works.
