1. By default, the theme requires all ad posters to be registered. It would involve customization of the theme on your part if you wished to remove this requirement, but it is not a setting in the ClassiPress admin dashboard.
2. There isn't something "specifically" for this as such, but there is no reason why the ad poster couldn't use e.g. $10 negotiable or some other text to indicate price may vary..
