Is there a way
1. Job Applicant can setup a profile, select his/her skill set and apply to the Job. More like a Applicant Profile Manager
2. The employer can search for the resume based on the resume bank
3. Job applicant to pay to submit resume to premium jobs

JobRoller currently doesn't have different user types in terms of the registration process (i.e. Job Lister and Job Seeker), but it is a popular feature request to have these and enable what you are asking, so it is possibly something we may see in a future release of JobRoller. Outside of this, the theme is not encrypted, so you are free to customize it as you wish.
