You can create plans, and also allow for featured listing options, however the theme does not offer the service level pricing by default as you have mentioned. Thanks.

By "default", I meant that there are no options which can be configured in the admin dashboard to accommodate what you're asking, which is why it would require customization on your part. Thanks.
