Is there a way to approve users' account

Users' account are only activated upon admins discretion. Is this possible, or do i have to use other plugins?

You could disable registration on the site and create accounts manually, however there is no default option in WordPress which moderates registrations made if you have it open for signup. Outside of customizing this step somehow, yes you could potentially look at a plugin which can do this. Thanks.
