Is there a way for readers to rate the poster?

Either in Classipress or via a plugin?

For example, if someone makes a transaction with the poster, somewhere for them to leave public feedback to help future potential transactions?

There is no feedback function available with ClassiPress at this time. I know there are some users who are using this rating plugin for their ads, but this is more related to rating businesses than the individuals transaction history. Possibly you could customize, however this would be of your own choice to do so.

This is perhaps a well needed add on or custom mod.

Check out postpanda.com, they have a really nice rating system using thumbs up. I am waiting for them to post more information on it so I can integrate it into my site.
