What enables ads to show up in the featured carousel on front page?

For example, does it only show up if the customer pays to list to it?

What if I want to manually have an ad show up in the carousel? Can I do this in the admin area somehow?

That's up to you if you want to charge customers for it, but your settings will allow you to not have the featured ad box option appear in the new ad form at all if you prefer. You would then manually be able to sticky any ad you like, making it appear in the featured ads slider.
