Ad email expiration

I was just looking into this ad expiration email, and cant seem to get this to work.
Ive noticed in other threads that it only newly included with CP 3.1 + but is it me or doesnt it work?

There is a tool tip in the settings that says - "This will allow ad owners to pay and relist their expired ads under the original terms (price and duration). They will receive an ad expiration email with a link to their dashboard to relist. This option is not applicable for free or legacy ads (before CP v3.0)."

But I/users have not received any emails sating the expiration of a listed item.
