Can't Post Ad

My site is configured and I'm testing it and making some general settings changes to make it active. I created a user and started to add content and then found that after posting the first ad, my user (me) can't post a second ad or do a blog post. It comes up with this error...

"Access Denied. Your site administrator has blocked your access to the WordPress back-office."

I'm not sure how to fix this while still keeping the users as default Contributors or do I change the users to Authors. Any suggestions? I would like my users to be able to place ads and write articles and I charge a fee of $1.00 to be a member and a fee for each advertisement, but blog posts should be free, so I'm probably configuring something wrong in the settings?
