Can't proceed to step 2

I'm currently working on a website on my localhost, so I can't show you any live links, but the image below will show you what I mean.

I believe the submit form is supposed to be hidden until a category is selected, then it appears and you can proceed to step 2. As the image shows, the button is not displaying once a category is selected. I have tried changing the display from this line of CSS:

with no luck. The Go button will display, but when pressed it simply reloads step 1 instead of proceeding to step 2.
