Confused, cannot post ads, and not register

Maybe I'm just not thinking clearly but I don't get it.

I just installed classipress, looked at the settings etc. Now I want to see how the system works for new people so I log out. Then try to add an ad. Now I come to the log-in page, but hey, I want to post an ad!

I then try to click the register button that is on top of the header and it then say
"User registration is currently not allowed."

Have I missed some basics here? I thought When posting an ad I got to select a password and login name at the same time.
I checked the menus over and over but just can't find anything...lol
