A couple of questions... any help appreciated!

Hello everyone! My current ClassiPress site is: www.d3classifieds.com
Its a very basic trading website for the game Diablo 3.

I have a few questions about the theme...

1. Is it possible to automatically add commas in the price? When people are posting items worth 100million gold, they sometimes don't put any commas and it just looks like this... "100000000"

2. It it possible to force tags? As in, I create all possible tags and when users are adding tags they have a dropdown/checkbox/etc where they can only select tags from what I have created. My issue with this is that different users have different ways of tagging certain item specs and essentially you have 3-4 different tags for the same spec. Its just very unorganized and inefficient.
