Description Box Editing Tool Bar

I have two sites that I use the classipress theme on and one of the sites has an editing toolbar at the top that will allow font changes, hyperlinking etc and the other does not have this same toolbar in the description box (the one that a customer fills out the information for the item they intend to sell). I cant figure out where I need to go in the admin to ad it to the site that does not have this toolbar.
