Disable Featured Option

Hi,
I want to feature random ad's on my site. A few "lucky" users every day will have their ad's featured by our admins.
Problem is: I can set the price for featured ad's to 0.00 but that still gives the user the option to feature their ads, but I want to take out the checkbox so the user never gets that option. Is there an option for this in the settings anywhere ?, I'm using 3.1.4, (I know I should upgrade!, I will soon) OR will I have to go in to the code and comment out that featured option.
