When I upload an image for the Header Image in "Edit Profile" as a test user, it:
1) The Image doesn't appear in manage media
2) You are unable to select anything and "Insert In Post"
3) You have to exit out of it, Select Upload or Manage Media again and then it's available to "Insert In Post"
