Email notification on comments

Hello,
When you are not logged on to my site www.cgangeechange.com, and you leave a comment for an ad that has been posted, the owner of the ad will receive a notification by email.

However, if you are logged on and leave a comment at the bottom of the ad in the field left for that purpose, the owner will not receive an email!

Please help!!

Also, I tried to remove the comment box at the bottom to force people to use the "contact" option to no avail; the box won't dissappear, it stays there. I would rather leave it there BTW but make sure owners are aware of people interested by their ad...
