Featured Listing

I want my site setup so that

1. All categorys are free to post ads under
2. Though If you want your ad to appear in the top area called Featured listing your charged $3

Now i noticed on the demo for classipress that when a person creates an ad their was an option on the page where the ad is created at the bottom called Featured listing which costs $3.50

yet when i view the video on Setting up categories. You refer to categories as Featured Ads and put a charge... Now sure i see on the demo that you have it set so that all categories have a charge.. But why do you refer to that as featured ads wont this complicate things between that and Featured listing?

ANd where is the featured listing area?
