    Form layouts in 3.1.9 not showing sub catagories

    Have just done upgrade to 3.1.9 and all went ok.
    Now want to create custom layouts.
    How ever all i see in the catagories section is the top level catagories.

    This was fine in 3.1.8 as i already had one setup.

    When i edit the existing one the subs cats show as been ticked.

    Is this a bug? If it is i need a fix please.
