I have several questions that I need help with in regards to 3.05.3 please help

Kampus Klassifieds This is to be a free membership site where clients (not me) will be listing their own ads. I am trying to have 3 - 4 tiers of categories. #1 tier (50 states), #2 tier (800 colleges), #3 tier (20 - 30 actual categories for each college) they would list under (I do not want them to be able to list under tier #1 or tier #2). They will mostly list under tier #3, unless that has a last tier #4 (possibly under 2 - 3 of the tier #3 categories), then they will list only under that final tier. So yes, I have a lot going on here and would appreciate any assistance from the experts out there.
I have spoken with one of the certified providers about dynamic searches, they can do the programing for about $2,000. This will allow a person to be able to easily find the true category they wish to list under by first choosing their state, then from the list of colleges under that state and then choose the actual listing category from the 20 - 30 under that specific college. This programming would also assist in the search functions, allowing a person to search in the same way if they so choose (or they can search from all states & colleges).
Here are some of the other issues I have experienced today as I basically started completely over due to the upgrade not bringing over my categories under the ad section. I felt it was simpler to begin this process again rather than try to fix what was broken by the upgrade.
So here we go, any assistance is greatly appreciated:
1. The home page looks a bit strange under the tabs bar. "What are you looking for?" and the "All categories" sections look like they are too big for the size of the page. How can I correct this?
2. The features listing scroll. There are no featured listings created yet (all test listings are regular listings), but items are showing up in there on the home page, is this by design for when there are no featured listings? If so then there is no problem here, as that would be an added bonus.
3. However, when I click on a state / school tab, there no longer shows a featured listing scroll at the top of the subsequent page. Will there be one for all featured items under each specific state / school? I need to have the featured listings showing up under each state / school page when that specific state / school is selected. How can I set it up so that this does happen?
4. I did set up a widget to remove the original stuff (blog roll & meta section) which appeared on the right side of the screen. It shows correctly on the home page and also when I click on categories from the list on the home page and also the categories tab at the top of the page. But when I click on any of the remaining tabs (terms & conditions / contact us) the original blog roll and meta sections again re-appear. How can I remove them entirely here as well as there is no need for them, nor for someone to be searching from these specific pages? I would prefer to place affiliate marketing (or other similar) ad in those spaces, can this be done?
5. I set up another widget on the footer. How can I get comments (Testimonials) to show, where do those come from? Do I need to allow clients to be able to add comments? I want to be able to control those so as to not have any bad comments?
6. When doing searches, can I set it so that it only looks at the titles of listings? I do not want to search descriptions. Too many results which may not be relevant to what a buyer is looking for.
7. How do I remove the blog link at the bottom of the page, I was able to remove it from the tabs at the top.
8. I have a test listing Power Seller Mentoring with an image. How to stop the gallery image from expanding when you hover over it, it it too big and is not a good user experience.
This is the list for now. I am certain there will be many more questions as I get further into this project. I am too stubborn to quit at this point. I have been working on this over 1 year and a half and basically scrapped nearly 1,000 hours of time and about $2,000 into it already as it just got too big and the update to the most recent version did not convert my categories over correctly. I cannot believe this product does not yet have the features or ability to do what I am needing it too. perhaps there are some of you out there that have actually gotten this program to work, I look forward to hearing from you VERY SOON. I purchased this product as it was touted that one would not have to be a programmer to get it up and running. I now realize that is not true, but I do want to see this idea of mine become a reality. So bring on your suggestions.
