How can I add text and link on 'add-new' page below upload image area?

Hi all,

How can I add some text and a link on the 'add-new' page http://www.mysite.com/add-new ?

I would like the text and link to be positioned after the image upload area text '100KB max file size per image' and before the 'Featured Listing' check box option.

What I am trying to achieve here, is to have a smaller image upload size on my site but add some instructions and a link to another site where my site users can optimize their images.
