How to disable 'admin panel' for all users. I tried it in the settings...

When a new user registers, they get the WP admin panel at the top. I disabled 'admin panel' in the settings, but it still shows up. And what should new users be, a 'subscriber' or a 'contributor'? Maybe that's the problem. So, how to set all new users as either a 'subscriber' or a 'contributor'? Thanks a lot in advance.
