How do I erase "state"

Hello,
1. could someone please tell me how I can modify the mandatory fields "state". I cant have it in my country, also I would like to take away some other rows/fields that the user doesn´t need to fill in when placing a new ad.

2. If I only offer one sort of ads, how can the user then choose to his ad in featured ads?
