HTML post option does not appear in Edit Item page

I've set "Allow HTML in post" to Yes in the CP settings and HTML (TinyMCE) posting works well when posting a new ad. However, when editing the same ad, the TinyMCE option does not appear. Instead, there's a text area with visible HTML tags -- as in the tags <p> <li> <b> etc are showing.

I think something's wrong with the template file. This only appeared after I upgraded from ver. 3.0.2 to 3.0.3.

Can someone check what went wrong?
