opening ad in a new page

Searched the forum, found this to be the nearest thing to an answer:

tried using loop-ad but can't find any code that looks like they suggested (yes I know it's for Job Roller).

Can someone tell me how to make it so that when someone clicks on the title of an ad the ad page opens in a new window or tab.
