Registration double opt in or sending password from wp?

Is it possible to change the registration
a) that the user has to confirm his email before he can use the service / place ads?
or
b) that wordpress is sending a random password - so the user can't place ads before he checks/validates his emails?

This is important to avoid infringements by users using invalid Email-adresses or even 3rd party ones.

Ebay classifieds is using two options
a) registration with double opt in
b) no registration but each ad has to be confirmed via email.
