Relisting Issues for Ads, saved as draft, not charged

Hi,

I need help with an issue I am having with relisting ads.

I ran a test ad by expiring it yesterday. I got a notification as a seller, but not as an admin.
But more than that....when as the seller, I hit the "to renew link, click here" that came with the email notification, it took me to my profile with the listings I have and I hit "relist", BUT not only did it not charge me, it is showing it as a draft, not as published. (it doesn't even give me (as an admin) an option to publish it that I can see) I entered the ad originally using a coupon (100% free) and wondered if as long as that coupon is still available if it will just renew free of charge? But even so, why isn't it relisted on the site but holds it as a draft?

I have about 200 total ads that I am moving from my old classified page that I used to do all by hand so I am having sellers use the free coupon code to move those ads...but I don't want them to be forever free.

I am concerned that this might mean that ads listed using a 100% coupon will forever be free as long as the ad is renewed, is that true? But even if that is the case, it's not relisting either.

If I delete the coupon eventually, will that correct part of the issue?
