Unrealistic ad views

The problem is, when people click on their ads the views go up, even if they clicked it before. This issue wa brought by our unhappy customer who is seeing competitors eagerly clicking on their ads to get into the favorites view.
Please let me know how to fix this. I thing the best way is 1 click per day from 1 IP.
