Users with two or more accounts

I have web site
http://www.annunci-gratuiti-italia.com
italian free ads site and as u can see there are a lot of users that offer credit loans (offro prestito).
I ony permit one ad per day becouse the new ads are seen on home page.
So becouse there are a lot of user that offer credit loans i suspect that many of them have atleast two and even more accounts on my site which are being used in purpose of bumbing ads so that one particular ad is on the home page always without paying. I do that on other sites
I can see ip address of each user but to manualy compare hundreds users that offer credit loans is impossible.
Is there any way to do this automaticaly or in some better way than manualy?
