Can't moderate new comments

I have the standard Wordpress "discussion" settings set so I have to moderate all new comments before they go live, but even still all new comments are being approved automatically. I am using the Koupon child theme but when I deactivated it the problem was still there, so I'm assuming it's a Clipper issue.

I don't have a lot of comments coming in right now, but when my site starts to gain popularity this problem will get out of control quickly. I searched through all of the Clipper setting and couldn't find any comment settings that could explain this issue. How can I moderate all new comments before they are approved?
