Get Coupons by Email feature

Does the "Get Coupons by Email" subscribe users to just receive coupons by email or are they also able to submit coupons? I would prefer for them to just receive coupons.

I want to set up my site by having companies (advertisers) to first pay me before they can post coupons. How would I best do this automatically? Can I set up a paypal page on the site?
