Avatar error

Hi,

I wanted to test if the avatar bug was gone with the new version. So I tried to change my avatar and I got that error :

Fatal error: Cannot redeclare add_user() (previously declared in /wp-admin/includes/user.php:17) in /wp-admin/includes/user.php on line 18

I try again, and I have that old problem or bug I don't know that say to me when I try to upload a new image :
Erreur (name of the image)
Sorry, you've reached the file upload limit for this field.

That can't possibly be true since I tried with very small images...

Anyway, I tried again with another user who had no avatar image, same php error.

Also, it's normal for users to have access to wordpress dashboard ? How can I prevent that ?
