why other freelancers receive notifications when new users are registered
Hello

I do not understand why other freelancers receive notifications when new users are registered . These are the administrators who should receive notifications of new user.
And it's weird , the administrator does not receive notifications when new users are registered.
Thank you to correct the bug.
