fake job postings, fake users - best way to ban them?

For now - these are individuals - not bots. I do not want to block India - which is where these are coming from. My site focuses on freelancing and that is a huge search term from India where more than half my Internet traffic comes from.

What I'd like to do is have a way to capture the IP address of each person who creates a new user and posts a job and have a way to block those.

I had a user create 2 fake jobs the other day. I deleted the jobs and deleted the user. The user came back, and appears that they created a 2nd user and each user created jobs at almost the same time.

I don't know if the guy is being malicious or just stupid. At first, it just looked like someone was posting that they were looking for a job - but with all the typos - I didn't take it seriously. New jobs posted are for "Dta Entry" [sic] and have no job description. I am unsure as to the motive of such entries - if they are trying to figure out a way to subvert or take over my site or what.

Any plug-ins that anyone in a similar situation would recommend?
