Job Packs Show Before Job Details?

I have JobRoller installed and when someone goes to submit a job I need to have the job packs showup before the job details. Is this possible? This seems rather obvious in terms of marketing and using the job packs for promotion. Hell, I even want/need a page where it shows JUST THE JOB PACKS. Please tell me there's a way to do this. Those job packs look really cool and they're engaging. Just seems to me that should be what we lead with when it comes to "adding a job". Perhaps I'm wrong or I'm missing something.
