Multiple Errors in Location Search

I posted this error about search pagination a couple days ago that still hasn't received a response.

I've now found another error with inaccurate location based search results that span over several states. Most states may just have a few inaccuracies that could easily go unnoticed, particularly since these results don't show in every time for a particular location search. They show about 50% of the time.

California in particular is a mess. I'm getting results from Phoenix, Las Vegas and Salt Lake City. It doesn't matter how small I set my search radius.

I've checked the database to make sure coordinates are correct, I've installed a fresh instance of JR and I've disabled all my plugins.
