Resume Listings Visibility vs. Resume Visibility

Hello,

I just downloaded and installed 1.6.2 JobRoller.

Question:
Resume Listings Visibility vs. Resume Visibility.
Not sure what these mean, at first glance they seem to mean the same thing.

Resume Listings Visibility: Does this only the employer can see resumes?
Resume Visibility: Does this mean everyone can see all the resumes?
Please clarify. I find this a bit confusing.

Additionally. How does one go about adding a resume?
All I see right now is 'Browse Resume' with no way of adding, just a link to My Dashboard.
